Abstract

Today, electronic-Human Resource Management (e-HRM) promises to offer service improvements, cost reductions and reorientation of human resource professionals to become more efficient. It has been discovered in this study from the previous literature reviews of e-HRM that the study in healthcare industries are still insufficient. Therefore, the proposed study focusing on filling in the gap regarding e-HRM use and implementation in healthcare organizations. Specifically, the main purpose of this study is to promote cloud computing for healthcare organizations based on e-HRM adoption. Accordingly, the following areas are explored: the critical factors leading to e-HRM adoption in healthcare organizations and controls solutions for mitigating e-HRM issues. Furthermore, the proposed study develops an e-HRM based on cloud computing for the selected healthcare organizations and validates the functionality and importance of the model. Therefore, it is beneficial for government agencies, healthcare professionals and other related persons, such as managers, as the main decision-makers in healthcare settings. Prior to the empirical section of the study, systematic literature review was conducted on e-HRM and Iraqi healthcare issues to provide an overview of the need for e-HRM in these area and how it can be implemented. Few important issues for the e-HRM cloud based model including cloud computing system level of awareness were also discussed. To apply the findings, a quantitative study was conducted using questionnaires to estimate the e-HRM issues and controls with 34 Information Technology (IT) and HR managers for the pilot study, while 672 for the main study. Analyses conducted using Bayesian and stepwise regression models, with the stepwise regression model having the highest square multiple R2 correlation. This study discovered that prevalence of issues necessitating the implementation of IT and cloud computing infrastructure were high. In contrast, control methods comprising organizational, technological and legal e-HRM based could extremely require in Iraq now. Therefore, the findings revealed the importance of cloud computing and control methods based on the e-HRM in Iraq. The Iraqi health care department could apply e-HRM model for purposes such as recruitment, management training, job evaluation, work evaluation and wage management among other tasks. In sum, the proposed study gives effective database model for integrating components of cloud systems and e-HRM for healthcare organization management, for all healthcare organization employees, enterprise resource planning system and standardizing data between departments with a user-friendly technical support system. The study proposed the use of artificial intelligence for future studies for constructing complex relationships between e-HRM issues and their control methods.
