Abstract
The national development in the 21st. century, under the challenges of the new millennium, requires thousands of skilled workers and professionals who possess outstanding capacity. The theory of "Human Capital" consider education as a key strategy to enhance the potentials of human resource with expertise, skills, knowledge, efficiency, creativity and innovation, good attitudes towards work and performance. 'World Class Education' means the ability and achievements of Malaysians in developing strategic education system to spearhead changes and dynamic progress.
