Abstract
Container cargo handling, a pivotal element in the global trade network, has undergone significant shifts in recent years. As a result of increased global competition and evolving port management strategies, DP World Dubai, a critical player in the United Arab Emirates (UAE) logistics sector, has experienced a moderate decline in market share over the past five years. This research explores the complex relationship between Total Quality Management (TQM) practices including continuous improvement, employee involvement, and structured training the implementation of Enterprise Resource Planning (ERP) systems, and their collective impact on fostering innovative work behavior at DP World Dubai. The study employed a cross-sectional research design, gathering quantitative data from 291 employees across various departments at DP World Dubai. The research model was tested using Partial Least Square Structural Equation Modeling (PLS-SEM) via the SmartPLS software, providing robust empirical evidence for the hypothesized relationships. The results confirmed several critical findings: First, both TQM practices and ERP systems were found to have a positive and significant effect on employees' innovative work behavior. Second, the study identified innovation culture as a crucial mediating factor, amplifying the effects of TQM practices and ERP systems on innovative work behavior. This indicates that an innovation culture geared toward innovation is essential for translating quality management and technological integration into actual innovative outputs. From a broader perspective, the implications of these findings for the UAE, particularly for DP World Dubai, are far-reaching. The UAE, which aims to position itself as a global leader in logistics and trade, can significantly benefit from these insights. By adopting a synergistic approach to TQM and ERP systems, DP World Dubai can enhance its capacity for innovation, which is critical for maintaining competitiveness in an increasingly globalized and fast-paced industry. The findings suggest that fostering an innovation-centric organizational culture, supported by robust TQM and ERP frameworks, can enable DP World Dubai to regain its market share and contribute to the UAE‟s broader economic ambitions, particularly its vision of becoming a global hub for logistics and supply chain management. In terms of theoretical contributions, this research aligns with the resource-based view (RBV) and knowledge-based view (KBV) theories by emphasizing the role of ERP systems as a vital technological resource that enhances innovation-driven outcomes. The study further extends existing knowledge by underscoring the mediating role of innovation culture, which bridges the gap between TQM practices and innovative work behavior. This mediating effect highlights the importance of cultivating an environment where innovation is encouraged, supported, and embedded into the organizational fabric, thus facilitating sustained innovation practices over time. The managerial implications are equally significant. The study advocates for the establishment of a dedicated department at DP World Dubai focused on the continuous monitoring and auditing of both TQM practices and ERP system operations. This strategic initiative would not only institutionalize the improvements identified in this study but also ensure the long-term sustainability of these practices, positioning DP World Dubai as a leader in innovative port management both within the UAE and on the global stage. Furthermore, by embedding a culture of innovation within the organization, DP World Dubai can address the challenges posed by global competition, improve operational efficiency, and drive continuous improvement in service delivery.
